2. Locate an access obstacle affecting a named benefit, such as eligibility information or a request route. Resolve that obstacle before changing the benefit itself.
3. Identify an unmet member task that current benefits do not address. Investigate demand and delivery feasibility rather than promise a new service based on one request.
