1. Identify the instruction with competing interpretations so the policy owner can clarify its intended application. Reported uncertainty does not authorize ignoring the current policy.
2. Check whether people can locate the approved owner for exception questions. Make the routing visible without implying the questionnaire can grant an exception itself.
3. Choose a representative situation that would help readers apply the instruction. Have the policy owner confirm the example before presenting it as an approved interpretation.
4. Locate terminology that obscures an operational requirement, then propose a plain explanation for review. Simpler wording should preserve the policy's actual meaning and scope.
5. Find a realistic application case whose decision boundary remains unclear. Use an approved worked example to distinguish permitted handling from exceptions needing separate authorization.
